24/7 Tokenized Settlements in Hong Kong
The Hong Kong Monetary Authority (HKMA) is progressing its Project Ensemble pilot, enabling continuous settlement of tokenized transactions. This initiative aims to incorporate regulated stablecoins into trials involving tokenized government debt, enhancing the efficiency of financial transactions for banks and their clients.
On Monday, the HKMA announced updates to the EnsembleTX project, which now supports 24/7 real-value transactions. This development allows for global fund movements, management of tokenized investments, and treasury operations beyond traditional settlement hours. Initially, payments were processed through Hong Kong’s dollar settlement system, which had limited operational hours.
Project Ensemble, launched in March 2024, focuses on using wholesale central bank digital money for settling tokenized transactions. A sandbox opened in August 2024 for banks to connect their tokenized deposit platforms and test these transactions. HKMA Chief Executive Eddie Yue emphasized that tokenized central bank money will serve as a foundational layer for continuous settlement, with current trials already involving tokenized bonds and money market funds.
In a separate announcement, HSBC Group CEO Georges Elhedery reported that the bank's new stablecoin, RedCoin, has attracted 50,000 users just ten days post-launch. RedCoin is intended for retail payments via HSBC's PayMe application, which has over 3.3 million users who can activate stablecoin wallets. HSBC plans to integrate RedCoin into its mobile banking app and facilitate subscriptions to tokenized investments, including a Hong Kong dollar money market fund share class. As one of the first licensed stablecoin issuers in Hong Kong, HSBC is poised to capitalize on the growing demand for digital currency solutions.
