Bitcoin BIP-54 Proposes Fixes for Consensus Flaws
Written with artificial intelligence.

BIP-54 is currently under discussion as a candidate for the next Bitcoin soft fork, aiming to address four longstanding consensus issues. Developer Matt Corallo estimates an 80% chance of its activation, highlighting the importance of refining upgrade procedures alongside technical fixes.
Overview of BIP-54
BIP-54 is being considered as a potential soft fork for Bitcoin (BTC) to rectify four persistent flaws in the consensus rules. While the technical specifications have been completed, the schedule for activation on the mainnet has yet to be determined. This proposal not only seeks to address these technical issues but also tests the ability to reach consensus on the upgrade process itself.
Key Issues Addressed
Matt Corallo, a Bitcoin developer and co-author of BIP-54, stated in an interview with MARA Foundation TV that there are many known issues that need resolution, although he clarified that these do not indicate an imminent disaster for Bitcoin. BIP-54 is focused on refining existing rules rather than introducing new features, with the following specific issues targeted for resolution:
- Timewarp Vulnerability: It allows for manipulation of block timestamps at the boundaries of difficulty adjustment intervals, potentially enabling miners with majority hash rate to lower difficulty and speed up block generation.
- Block Verification Delays: Some miners may create blocks that intentionally take longer to process, burdening other miners and nodes. BIP-54 proposes to invalidate transactions that require more than 2,500 signature operations.
- 64-byte Transaction Confusion: This issue arises from the similarity in size between 64-byte transactions and internal Merkle tree data, which could lead lightweight validators to accept transactions not present in the actual block. The proposal suggests invalidating exactly 64-byte transactions.
- Coinbase Transaction Identifier Duplication: To reduce the risk of identifier overlaps in coinbase transactions, a block height-based lock value would be applied to new coinbase transactions.
Activation Prospects and Community Response
While there are differing opinions on the effectiveness of some proposed changes, such as the invalidation of 64-byte transactions, BIP-54 is seen as an opportunity to revisit the soft fork activation process. Corallo emphasizes the importance of establishing a reusable procedure for future upgrades following past controversies, notably the debates surrounding the Taproot activation in November 2021.
There is skepticism within the community regarding the necessity of BIP-54, with some, like Paul Sztorc of LayerTwo Labs, describing it as a routine maintenance fork lacking significant value. Although the technical specifications are complete, the timeline for BIP-54's activation on the Bitcoin mainnet remains unspecified.
